Buy a Laptop at HP USA without a US Credit Card?

Hi I want to buy a Laptop from the USA Online Shop but I don't have a credit card issued in the US. Is it really necessary to have one from the us? Has anyone used the HP website without an US issued credit card or maybe as a non US citizen from outside

First of all credit cards can be used anywhere in the world, of course you can use it. However they may not ship it as if you are outside the US. Or may charge you more for delivery.
